East China’s Jiangsu has made every effort to optimize its business environment and promote its high-quality development, as is evidenced by the signing of multi-billion-yuan investment projects at the third Jiangsu Development Summit.
The Taizhou Key Laboratory of Oil Flow Measurement is currently verifying oil flow meter products from Yancheng, Suzhou, and Changzhou.

Just half a year ago, due to the lack of relevant testing institutions in Jiangsu, such products needed to be sent to Beijing, Anhui and some other places for testing.
“Sending the product for testing outside the province requires a delivery cycle of one month. Testing within the province has shortened our cycle and also saved verification costs by saving approximately 500000 yuan per year,” said Ge Jun, Executive Vice General Manager of Jiangsu Yuanwang Instrument Group Co., Ltd.
The construction of this laboratory originated from the policy measures of optimizing the business environment carried out by the market supervision department of Taizhou City.
After receiving requests from relevant enterprises, the Taizhou market regulatory department guided local enterprises to renovate their existing factory testing devices, and on the other hand, mobilized qualified testing technicians from the Municipal Metrology Institute to establish the province’s only key laboratory for oil flow measurement in just 180 days.
“We have solved 1353 difficult problems for enterprises, allowing them to enjoy fair, equal, and homogeneous services,” said Yu Shisheng, Market Supervision and Administration Bureau of Taizhou City.
In April, the Jiangsu Provincial Government Affairs Office launched a dedicated government Q&A platform to respond to various inquiries from enterprises and the public.
By bringing together nearly 7000 party and government institutions at the provincial, municipal, and county levels in Jiangsu, this platform provides online answers and authoritative responses to various policy inquiries within a day and share them with the public.
“In the first quarter, 12345 hotlines across the province received over 7 million pieces of demand information from enterprises, including nearly 4 million pieces of consulting information. This fully demonstrates that enterprises have a strong demand for policy consultation, which has obliged us to make innovation in government transparency and government service carriers,” said Liu Chengyin, Head of Jiangsu 12345 Brand Construction Team.
Focusing on the needs of enterprises, the Jiangsu government hotline system has undergone drastic reforms by integrating 35 eligible hotline numbers into the 12345 hotline, making services more centralized, integrated, and intensive.
“Our current satisfaction rate has reached 95%, but we feel that we need to focus on transitioning from high satisfaction rates to actual problem-solving rates so as to ensure faster, more accurate, and more practical resolution of demands for enterprises and the public through follow-up visits and supervision,” said Zhang Min, Deputy Director of Jiangsu Provincial Government Affairs Office.
Jiangsu currently records over 14 million households of various business entities, ranking second in the country. In the process of achieving high-quality development, optimizing the business environment is a key move to stimulate the vitality of business entities and endogenous development momentum. In the next step, Jiangsu will further break the hidden threshold, promote policy integration and innovation, create a market-oriented, legal, international and first-class business environment, and build a high-quality, durable and strong gravitational field.
